Magnoliaceae reopened -> new moderator, wcutler

wcutler, who helps moderate many areas of the forums, has offered to moderate the Magnoliaceae area of the forums. Magnolias are important components of UBC BG collections so this was an area identified as an institutional priority. I've reopened the area from the archives.
