low maintenance border garden - or hedge?

    Hi!
    We are part of a self owned apartment on Cambie, on which we were proud of our english garden border out front. Our resident english gardener, however, is no longer with us and we have determined as owners that we need something much more maintenence friendly, oxygen creating, RAV sound deadening and of course, help keep the Starbucks garbage off of our lawn!
    So - is a hedge the best answer? We don't want anything we have to baby, so is there a low and slow growing type recommended?
    Any suggestions are welcome! Thanks!

    Box (Buxus) or Japanese holly. Foliage has little impact on noise, but a hedge will certainly block a view, collect blowing (and tossed) litter.
