Lime tree -- shriveled leaves & spider webs

    I've had this lime tree for maybe 8 years and never had to give it a thought -- it was healthy & thriving. On Tuesday my neighbor said something was wrong with the tree and I was shocked when I saw it. The leaves are all shriveled and about to fall off and the tree itself doesn't feel healthy to the touch. It's not a water issue -- the plants around the tree are green and doing well. I gave it a lot of water just in case. There are spider webs in the branches. I hosed them off 2 days ago and there are more today. Any idea what it is, how to treat it, and can the tree be saved? Attached are photos. There was a bug on the back on one leave (photo). Thanks.

    The webbing suggests a spider mite infestation.
