lemon tree affected by Mal Secco - Phoma tracheiphila?

    My mature lemon tree was here when I bought the house in 1992 and has continuously produced fruit for many years, but the last 6 months stopped with new fruit, lost leave and has lost bark in many branches that make it look similar to the bark from trees suffering from Mal Secco - Phoma tracheiphila. But I live in Richmond CA and I noticed in one file from Australia that Mal Secco - Phoma tracheiphila is not found here. Or is it? I probably underwatered the tree this past year until six months ago and there may be more leaves now but little to no flowers or fruit emerging, and recently I noticed leaves that yellow lines mixed with the green and the bark like it was peeled off and looks like the pictures of bare branches of Mal Secco - Phoma tracheiphila. Does anyone have any suggestions?
