Lean-to greenhouse question (glazing)

    I am trying to attach a lean-to greenhouse on the south side of my house located in thunder bay ontario. Everything with the plans has been approved except the glazing material. I have been trying to go with the suntuf polycarbonate sheets because they are distributed here. I have a fire report, load report, and an engineers stamp for the product and the permit office still won't issue me a permit saying it is a fire hazard.
    I am very confused as i thought this product was meant for these types of applications. The roof will be sheeted with the suntuf polycarbonate material, the walls made with treated 2x6 and treated sheathing.
    The idea is that i would be able to grow food during the winter as well as provide a substantial amount of heat for my house.
    Any ideas or recommendations on how to get approved for the permit? I thought they would try to support the "greener" choice but this is becoming quite the head ache.
    And i should mention that the cost estimate right now is 2500dollars, so putting in 20 000 dollars worth of glass is out of the question.
