Washington: Larvae in Pine and Spruce Trees

    I could use some help identifying this larvae. I have honed in on larvae for both Pine and Spruce trees but none that effect both. They hang from the trees on a single thread. They are about 1/8 inch in length. And they reappear in both trees every year. The trees are approximately 50 years old and have no other diseases, bacteria or blight. They eat the ends of new needles on both trees. Any help to identify them will be greatly appreciated.
