If I'm not mistaken, it looks like some kind of thistle. At first I thought it might be an artichoke, but I could be way off the mark.
Cardoon also has even narrower leaves, without nearly as many divisions. Same species as artichoke, similar leaves.
Leaf outline not same as either of those, which are familiar here. The giant hogweed was the first obvious choice. This is something I haven't seen or don't remember.
