The leaves in OP's pics seem to be alternate, although it is veeery difficult to see. This alone would exclude Red Valerian as possible id.
That is an herbaceous plant with conical flower heads and larger, simpler leaves. This is the Spiraea japonica that was first suggested.

Annual pruning of established specimens to 4-5 in. from the ground right before new growth starts in spring is recommended.
