I have a 16" square container with a boxwood - and some energetic weeds. Once I dig out the weeds, Would it help to cover the soil with landscape fabric, topped by a wood chip or gravel mulch? Or does the fabric prevent too much air and water from getting through?

Using the fabric will allow air and water to get through to the soil.

You will eliminate worms and other organisms......since it will smother them out as well.....

Why don't you try the container with just the mulch to start with, any weeds that come up will be much easier to pull out of the mulch and worms, etc won't be blocked. Good luck.
