I cannot take the credit for finding this tree - it's been posted several times before. See #314 and #257 (has a good photo).
Taking stock of the state of the neighbourhood, we find: The beautiful 'Afterglow' trees (seven of them) with three 'Akebono' or 'Somei-yoshino' in between, on Elgin from 27th to 26th:
Next, I headed down to my favourite, a very large, very old, apparently ungrafted 'somei yoshino' (I think), in Glen Park (Windsor & 24th):
And one block south, the 'akebono's between St. Catherine's and Windsor on 30th Ave - these are no teenagers anymore, and the baby around the corner on Windsor is also doing well:
The festival favourite pendula ‘Beni shidare’ on the west side of Nanaimo at Nanaimo Skytrain station is in full bloom. I apologize for the terrible photo, but it was rainy and getting dark.
Big ‘Rancho’ on the east side of Windsor just north of 33rd in full bloom. It was horribly cropped a couple of years ago, but it now looks pretty good.

... and nearby, there's a beautiful 'shirotae' on private property in the lane just south of 30th between Windsor & St. Catherine's - across the lane from McBride Annex:
Festival favourite 'kanzan's on 29th Ave. between Elgin and Ross are about 30% open: 'Ukon's on 29th Ave. just east of Knight Street, previously posted Kensington-Cedar Cottage are also about 30% in bloom and not looking very healthy: Kanzans on the same block are not open yet. Shirotae a few steps further east is just finishing its bloom:

Here are some shots of the 'Akebono' planting from Windsor to St. Catherine's on 30th: And this stunning pendula ito-zakura on private property on the south side of 30th Ave. just east of Fraser: The 'Amano-gawa' planting along the Shopper's Drug Mart at 30th & Fraser displayed just one blossom - none of other trees had any:
So ... I'm thinking this planting on Elgin between 26th and 27th are mostly 'Pandora', with two 'Akebono' trees in between: And this 'Somei yoshino' is looking really lovely in the middle of Glen Park:
Hmm, I came close to agreeing with you on 'Pandora'. But, we have 'Afterglow' on the map for that block, see Kensington-Cedar Cottage. Your third photo almost convinced me that there was at least one 'Pandora', but then I noticed the hairy stems (visible against the trunk). 'Afterglow' stems are hairy; 'Pandora' stems are not. Both cultivars are in bloom now.
On 22nd Ave., stretching east from Windsor for at least one block, we have this sensational view: I’m not sure what they are - ‘Somei Yoshino’? And I couldn’t resist one more shot of this one, already posted above, in Glen Park, showing the size of it:
