We have a Japanese Black Pine about 15 years old. We've done the ornamental trimming for about 5 years. I took over alot of garden care about 6 years ago. the tree isn't as bright green as it used to be. The new needles in the candles are green. There are just alot of brownish green needles. When I started to garden, I thought it was drought tolerant and didn't water it or feed it. when i noticed the browning about 3 or 4 years ago, I've been deep watering once a month from April to November. Feeding with earth worm poop( it's the best), Whitney's plant food, compost( our own). Occasionally with acid food, blood meal. I feed it about 2x a year. It has had consistent watering for about 4 years. It still looks the same---basically OK but sorta brown. there are no pests to be seen. We looked with magnifying glass. Shouldn't it be bright green?

Look for mites, using a magnifying lens if you have to.
