Identification: Is this a fungus on the soil?

    Hi guys,
    I just noticed bright yellow coloration of soil of my ferrocactus.Is this a fungi? if it is can someone please tell me how to get rid of it? also has it already done damage to my cactus?

    Please let me know

    If it dries up and turns brownish and powdery in a few days after not being watered, then it's likely Fulgio septica, a slime mold.
