Is this a Cedar or Cypress?

    Neither; it's a juniper, probably Juniperus communis 'Suecica', a semi-fasigiate cultivar of Common Juniper.

    If much of it is as yellow as the habit photo appears to show it may be common cultivar 'Gold Cone'.

    Seldom shows green, even when actively growing. A slow grower, its shape is maintained with no shearing at all. It's about 6 years old. Gold Cone seems appropriate for its habit/shape. Thank you.
