I have a 12 foot cedar wall and today I noticed a large maple growing inside the hedge. My question is this maple harmful to my cedars and should I cut it down?

It won't directly harm the hedge plants but it will compete with them and spoil the look of the hedge, so best to cut it out really.

Arborvitae (Thuja occidentalis), not cedars (Cedrus). The maple (a Norway Maple) will eventually outgrow them and shade them out; as Norway Maple is an invasive species in your area, best remove it. Try to cut the stem just below the soil level, that reduces the likelihood of its stump resprouting.
