Are these two pictures of the same species? I can't tell... any clues as to what they are?

Each is a distinct species of Veronica (note all the differences in the leaves). Unfortunately, I can't easily key them out using the books that I have - I need a bit more information (whether the main stems terminate in an inflorescence and how the leaves attach to the stem are both important in identifying them, but neither character is obvious in these two photos)

Now that you mention it, I think that the first one might be American Brooklime (Veronica Beccabunga)? No clue on the other..

The new set of photographs don't reveal whether the stem is terminated by an inflorescence for either plant - so still a bit stuck. Photographs would be needed from a couple steps back.

Assuming that the stems are not terminated by an inflorescence, then I think Veronica beccabunga and Veronica scutellata.

I would say that you're probably right.
