"Insects" identification

    I found these "things" in leaves from a tree. Could somebody tell me what they are?

    Even with clicking to enlarge left photo taken from too far away. Right photo appears to show a different occurrence, maybe a bacterial leaf spot.

    Looks like scale to me. I don't know how to get rid of it. Do a search online and see what you come up with...sorry.
