In cold weather, too late to mulch?

    For one reason or another I did not get time to get all my mulch down and I am worried about some small possibly tender conifers I planted in a warm damp spell in November, and a neighbouring condo has some small mini rhodos which should have been mulched but our gardener didn't do it and I noticed the bare hard earth in this cold spell -- I am worried they will be suffering... is it too late to do it now, i.e. will it just "reverse insulate" the cold ground from a warm period when we ever get one in the near future? Has the time passed for mulching -- I mean it would have been better to have a nice thick layer on now!
