I think this plant is Impatiens/Hydrocera triflora, and that the current name is Hydrocera triflora, if anyone can be more positive - I would like to hear. I have not seen the plant growing in water, but often in fairly humid conditions. Thanks, Matt
It's unfortunate that I. balsamina (which this nice specimen seems to be) seems to have lost popularity in the US and evidently Britain. When I was a child, the caretaker at my school in Puerto Rico planted a big, flourishing bed. This was in a rural area, so the species must have been popular in dooryards.
