identify these blue/purple flowers

    Saw this plant in New Westminster. Branches are in sprays with lower leaves almost like a eucalyptus. Upper leaves are green with purple/blue tinge at edges. Flowers are in small clusters at tip of each branch, and are purple blue in colour. Over all plant had about 4 or 5 branches coming up from root, and was about 2 - 2 1/2 feet tall.

    i've attached a photo of the tip of one of the branches........ sorry couldn't get the flowers as well.

    any idea what this is and where is could be purchased??
