Wildflowers: ID Please

I know they're poor pictures but here's the scoop. They are quite profuse in our local "Water Wise" municipal garden in Surrey BC and I'm guessing pretty common on the Pacific coast.

 

I'm thinking it's probably tall verbena, which is currently on the noxious weed monitor list down here.

Maybe in the gardens, but not in the wild. Natives in the west states grow in Oregon and California, not in BC.
