Can anyone help me id this plant that is growing on the grounds, in a cultivated bed, near the museum entry of the Frank Lloyd Wright/Darwin Martin house in Buffalo ? I'm from Calif and it looks like poison oak/ivy to me !

It is very prostrate and didn't seem to be pruned much.

Thanks so much for your help. I was just ready to send a note to the landscape architecture firm that designed the beds. Is it commonly used in gardens in the East ? I garden in California and am unfamiliar with it.
