ID help please for low-growing plant from Brazil

    This thick-leaved specimen is about 20 inches tall and 24 inches diameter, growing in full morning sun in Piedade (Recife) Brazil, about 500 feet from the ocean. Watered almost entirely with fresh water, only occasional getting slight salt spray. It may very well have flowers, but I have not seen any. The photo was taken April 25, 2016.
