My mother entrusted me with her two 40+ year old Hoya plants. This summer though, while remodeling my house they were completely ignored and thoroughly mistreated. Now, 1 has 3 leaves left and the other has 8. The leaves that are left look ok. Do I trim off the old dead vines and expect growth from the root, or will new leaves appear on the old vines? Needless to say, I feel terrible about losing heirloom plans and am now willing to try almost anything to save them.

So sorry to hear about all your moms hoyas!

If the vines are indeed dead, dried out, brown with no green inside, then yes, I would cut them off back to the main plant, them get them back on a reg watering schedule with plenty of bright indirect light.
As long as the roots have not been severely effected, either dried out so they can't take up water, or over watered and rotting, oe pest problems, you should get new growth. I would wait until spring to give them new soil if they haven't been re-potted in more then a couple of years. Make sure the new soil is well draining and keep the roots a little snug in their pots. Make sure you let the soil dry between waterings.
