Hi, this is one of the species of Vinca (periwinkle), the photograph is a bit too small for me to discern whether it is Vinca major or Vinca minor.

The latter can be quite aggressive -- it makes an appearance in the Invasive Species Council of BC brochure Grow Me Instead as an unwanted horticultural plant. Have a look at the brochure to see some alternatives:

This plant is common in gardens here. In fact it grows at my house. It does not spread by seed, so as long as it is contained it will not spread. Apparently plants have found their way into local parks and wild areas however, maybe dumped with garden waste or spread from the gardens of adjacent properties. I remember being surprised at it's spread through Pacific Spirit Park when I first explored there--it seemed to be everywhere.

    Lesser Periwinkle Vinca minor.

The leaf shape (narrow lanceolate; broadest at the middle) safely excludes V. major (broad lanceolate; broadest nearer the base).
