I got an amount of white Pakistan mulberry cuttings, and I want to develop roots so I have my own plant, it’s been in a waters bottle for about a week, and it started to produce white spots but some are not completely white and I don’t know what to do next?

There's some information on propagating Morus alba cuttings in the following document under the heading Cultivation: Morus alba.

Looks like seasonal aging of the leaves. I'd expect them to yellow a bit more, then drop for a dormancy period corresponding to your winter. Good news is that mulberries leaf out early in my experience. Here in Florida, a bit north of the Equator, we are seeing bud burst already.
