Is there anyway that can be done to encourage hurricane wind blown palms to make knew frawns, or is there something special that needs to be done to them, besides cutting off all wind blown frawns, to encourage them to florish again?

Mostly depends on how badly the crown was damaged. If soft tender central growth was twisted, torqued, bent, crushed you may be out of luck.

If mature fronds were ripped and tattered, but the central growth is still nestled securely in the crown, you're in luck.

Take a hint from landscapers. Tie up the mature fronds with sisal or cotton twine, to cover the bud loosely. Protect it from sunburn while the palm slowly recovers the ability to hydrate all parts. Expect you'll lose some lower fronds eventually, but within a year the twine should break and new growth will be worth the wait.

Thanks for the info! Should the fronds that are beat up beat cut off if possible?

Any frond parts that are broken badly enough to turn brown, cut the brown section off. Keep any part of any frond that is still green, as it is still providing energy for the palm.
