HOYA HELP: Is this Black Spot Fungus?

    Recently I started to notice some black spots (with a yellowish glow that starts to further yellow the leaf) forming on a few leaves of my Hoya, usually near the base/center of the leaf. In my attempt to research, I couldn't find any photos that looked similar to my situation but tried to treat it as a fungal issue so I've clipped off the infected leaves, sprayed the rest of the plant with Copper Fungicide in hopes of stopping the spread and aerated the soil a bit. This all seemed to help for a month or two but I just spotted the same issue developing on four leaves.

    Does anyone know what's going on and what I can do to help it? Is cutting off the infected leaves the only thing I can do? I'm scared of it spreading to the rest of the plant!

    Background facts:
    - In an east-facing window where it gets direct morning light
    - Water every two weeks when leaves start to feel less firm
    - It bloomed earlier this spring for the first time (!)
    - I've had it for about a year and a half
    - In a chunky soil mix
    - Never been repotted
