We have a spruce tree that we think came from Norway. It is about 15 years old and has grown very quickly and it is too close to the house. It has grown about 2 feet a year. Is there something we can do to the tree to slow down its growth? The tree is about 30 feet tall.

No, it can't be done. If it is too close to the house, remove it and plant something else that doesn't grow so large.

How far is it from the house, though? Spruces are not associated with damage to foundations, and they also have very tough branches that hardly ever get broken in snow or gales. I've seen much larger spruces than that growing within a couple of metres of buildings, without causing problems. I'd think there is a good chance you can keep it safely unless it is very close.
