Yes, they need soil. Whether they grow runners, and what zone, depends on which species - there's a lot of them (hundreds).
If this is Dracaena danderiana it is not an actual bamboo (woody grass), can continue as a lucky bamboo cutting in water for a time but eventually will need to be potted up and made into a conventional houseplant.
