A dear friend gave me two clippings from her well etablished & healthy PTP, She popped two, half inch in diameter sections off of the stem. I brought them home and placed in an appropriate sized pot with new fresh potting soil. I'm pretty good with plants, but this one doesn't seem to like it here.

I'm wondering should I try placing in water with a lid & holes till they sprout roots or maybe just deeper in the soil ? IDK PLZ help

Sounds like your friend gave you two offsets from their plant. You might try what is suggested in this document: Propagate Ponytail Palm.
