How do I fix a sick lemon tree

    I recently rented a house that has two large outdoor lemon trees. One is about 12 feet tall, the other about 8. Both are giving lots of yellow lemons now in October. However, there are a lot of lemons that seemed to stop growing when they were very small(ping-pong ball size) They have dried out and browned up, or have a white foamy looking bacteria on them, that the ants seem to love.

    1/3 of the lemons turn yellow and either fall or are easily picked. Another 1/3 are still dark green, and the last 1/3 have died or dried up.

    Is there something I need to do to the soil?

    Should I pick off all the unhealthy or soon to be unhealthy lemons?

    How often should I water the soil, there are no sprinklers, and there is not much rainfall here in Los Angeles.
