Not being agile I cannot get in the ditch, which has 6inches of water in it as well.
Weed eaters don't seem long enough!
    It is 40 feet long.
    Fires are not allowed.
    Goats cannot be contained!
    Thanks all

Use an extendable hedge trimmer with an articulating head. You won't be able to scalp it down as short as with a string trimmer without ruining the blades, but that's better for the small creatures and erosion prevention anyway.

Perhaps the trench can be covered by tarps thus trapping the heat, allowing it to cook the weeds.

technically king charles owns it! it is on crown land. and they make a real mess of cutting it.
    like the idea though!

Alternatively, can you flood the ditch with water, and make a water feature of it? Add some nice waterside plants.
