Horsetail and soil

    I have had some problems with horsetail in the past, but this year it's terrible. I spent some time digging it out - I know that's not the end of it - and I noticed the soil in this area seems quite wet. I don't what what it's acidity level is. Any suggestions to help in the battle against horsetail? Add lime? What can I add to take away some of the moistness in the soil?
