Honeysuckle fungal infection?

    I have 2 three year old Honeysuckle specimens spaced about 12 feet apart on an arbor. One is doing well and the other has what appears to be red blighted leaves with no flowers. I have sprayed with insecticidal soap to no avail. Perhaps it is a fungal infection from the cool damp spring? Any help or suggestions greatly appreciated!
