Hibiscus leaf disease

    Hoping for some help regarding a beautiful hibiscus plant giving off huge orange flowers with deep red centres. Recently started growing bubbles on leaves that appear to have something inside the bubble (created from the leaf itself). Flowers are becoming less. I have found some white fly on the leaves but dont think this is the problem. Just recently bought the property so dont know the ground very well. We are in a tropical setting and have had much rain recently on east coast of Australia. As time has passed the bubbles have come very early and attacking the growth of the leaf in its early stages. Leaf looks more like a mass of balls. Any help would be gratefully accepted.

    Insect galls, maybe? Photo would be helpful in diagnosis.
