Help to identify fungus/pests problem

    I am trying to grow Chinese Convolvulus (a popular and very easy to grow Asian vegetable).
    Light : Sunblaster T5
    Soil : Garden Works indoor potting soil (distilled)
    Fertilizer : CIL Organic 4-6-8 and Blood meal 12-0-0

    There are something grow very quickly under leaves. Please help to identify it and the cure.
