I believe that it is an Escallonia. Possibly E.rubra or a cultivar.

My guess would be Weigela "Wine and Roses", also known as Weigela "Alexandra", or at least something similar. Check on-line and see if you agree.

No, it is an Escallonia. The leaf it's harder and smaller than Weigela.
The flower it's a bit different to.
