Those look like aphids. Give the plant a good strong spray with the hose to knock them off. You can try a soap spray or something to control them. They are easy to wipe out, but they appear quickly and can devour plants very quickly as well.

could be aphids or mealy bugs...

if they're gone after the heavy rain, then aphids. you'll need to keep an eye out for returning bugs and just spray with water or a soapy water to remove them. they're not around all that long - just a couple weeks usually.

if still there after the rain, mealy bugs. treat with q-tips dipped in rubbing alcohol and then touched to the bugs and also rub the stem/stalks with the r-a, too. or, use a spray bottle to apply the alcohol...if you use the spray method, make sure to do it at a time when the sun won't be on the plants - at dusk would be the best time to do that or very, very early in the morning. you'll need to retreat in about a week to catch any that hatched from eggs that were missed on the first treatment.

the t-storm stopped as suddenly as it started, can I mist the alcohol on to the plant if it is still wet "has drops on it" or do I need to wait til it gets dry??
