I believe you have a Cereus tetragonus 'Fairy Castle' there. If your title was supposed to say "why has it been flowering forever?", then I guess I'm the one who has to burst your bubble to tell you those are fake, straw flowers...most of us collectors call "glufers". They are glued on. It's a horrible practice! I suppose the distributors think they will sell better with them on it. :(
You might be able to carefully remove it with a hot Exacto knife & hope that it grows out of whatever damage occurs from the operation.

i cant stand that they glue them dang flours on them i thought at they did that so you knew what color it was but they don't always but the rite color on the rite cactus
