    Is it definitely a tree? It looks to me as though it could be a climbing plant growing up a pole.

    No pole in the upper part, just a slender stem.

    Polyalthia longifolia. Not sure if this narrow form is distinguished by a cultivar name, though have seen "var. pendula" attached to it.
