Help identify this tree/shrub??

    Hello, I am new to this so please forgive me if I get it wrong. i have moved into a new house and there is a beautiful plant in the next garden that hangs over my fence. No one "even the new owners" seem to be able to identify the species. It's around 15 ft tall with multiple woody trunks. In the Spring it came out in beautiful yellow fuzzy flowers, then yellow leaves and now appears as in the pictures. If anyone can help it would be greatly appreciated.
