I have a row of Silver Maples. About a month ago I noticed small leathery pouches on some of the branches of a few of the trees. I scraped off as many as I could. Today I was out looking at them and noticed these red organism on the leaves of the trees. (see photos) What is it and how do i get rid of it?

bladder gall mites or blister mites. possibly some scale insect also. generally no threatening major damage and just a minor disfiguring insect issue at this time of season.
