Can somebody tell me what this is. It is popping up in my mulch. I thought it was a fungus. It has a slimy inside. How do I get rid of it?

Probably a slime mould (Myxomycota). They are harmless, just converting the mulch into plant nutrients for you.

Unless it is the neighbour's cat doing its dumping . . .

Thanks for the reply....if that what it is how do I get rid of it because it has scared my wife and I have to go play around with it (try to move it) for her to work in the garden.
