Green through winter - What is it?

    We have a plant/whatever ID table at our garden club meeting.
    Someone brought this plant in and said that it stays green through the winter in their garden.
    It was about a foot (foot and a half?) tall.
    The seedheads (if that's what they are) look very grass-like to me.
    Any ideas?

    Apologies in advance for poor picture quality. All I had was my cellphone camera.
