Grape Vine new leaves curling outward

I have a 1 year old grape vine(plated last year in my back yard) . This year it started to grow many new vines from spring, recently I noticed lot of the new leaves curled outward. Though, there are many green big leaves still there , but the small new ones are all curling up. Could anyone suggest what i need to do, thanks.

 

Did you check to see if there are aphids or some other pests on the undersides of the curling leaves?

 

I dont see them under the leaves, but saw few small black color pests on the edge of the new growth stem...not sure what they are..
What should i spray if those are aphids.

 

Any herbicides used in the vicinity?

 

Used Spectracide weed stop for lawn grass.

 

Also used BASF Drive XLR8 Crabgrass Herbicide , used this but only sprayed on the spots where there is crabgrass...looks like I sprayed on the crabgrass which was closer to grape vine.

 

Could someone please suggest what should i do?
