Geyer's willow?

    I want to say this is Geyer's willow but am not certain. Plants were growing right out of the water.

    If it's that one the leaves should be short (less than 2 1/2 in.), narrow (less than 1/2 in.) and grayish in appearance. With the shrubs appearing slender, upright and thin-trunked (less than 5 in.).
