What else could I use beside bone meal for the garlic

My problem is that my dogs like to eat the stuff so I would have to use something else.

Garlic is pretty easy, if your soil is not known to be poor maybe you don't need to fertilize at all.

Manure - you may want to leave it in a heap for a few months if it is not matured already. Mix it with compost to make a lovely rich top-dressing and your garlic will love you. Fresh chicken manure that I use attracts my daughter's dog, much to her distress. Many people fence-off their veggie gardens to prevent animal interference.

Seaweed...lots of places where it washes up in drifts in your area.
