What is this attractive garden schrub which grows to about two meters high?

Agree - although it could also be B. grandiflora. The common name in Colombia and Ecuador is "Jasmín de Paraguay" - it's very popular for its fragrance.

That means it's definitely B. pauciflora. Grandiflora has a strong jasmine scent.
