Fungus, virus, or pest?

    Can someone please help me figure out what is wrong with my hedge... and what it is, exactly. I am afraid it's some kind of virus I can't do anything about.

    He's really not happy. :(

    If new growth comes out healthy assume cold damage from our worse than average Winter.
