There are a series of these small trees (about 3 - 4 meters tall) planted in our neighbourhood (Surrey, British Columbia, zone 7). They look like Fraxinus to me, and a city worker watering the trees confirmed the genus .. but is there enough here to tell which species? If it helps, I can see that they are all grafted.

Not quite right for Fraxinus ornus, but fairly similar, maybe in the same section of the genus (Fraxinus sect. Ornus)?

Thank you, Michael F - that looks very similar to what I have seen. The flowers are also similar to what I saw last Spring.
